Use one eligible population
Allowed bad events = eligible events × (1 − target). At 99.9% and 1,000,000 eligible events, the allowance is 1,000. If 250 fail, 750 remain and 25% is consumed. Count latency failures consistently with your SLI. A request allowance cannot be converted directly to downtime without additional assumptions.
